1. In order to intensify the counteraction to extremist activity we assume to make amendments to the CoAO on toughening administrative penalties for offenses of extremist nature, discrediting the Armed Forces of the Russian Federation and public authorities, which do not correspond to the caused public resonance, which further has little effect on the prevention of committing new offenses, by both the offender himself, and other persons, namely, to increase administrative fines in Articles 20.3, 20.29 of the CoAO of the Russian Federation, and for the commission of administrative offenses established by RF CoAO Article 20.3.3, to introduce a punishment in a form am administrative arrest and forced labor.

2. In order to ensure state and public security, it is necessary to initiate at the federal level the introduction of administrative and criminal liability for the publication of video and photo footage of Russian military facilities, as well as photo and video footage of UAV flights, the work of air defense systems or the consequences of attacks that are potentially dangerous for to the Russian military, are used to correct Ukrainian attacks on the territory of the Russian Federation, as well as in enemy propaganda, on various Internet resources, on social networks, in chat rooms, messengers.

3. In the course of documenting individuals and groups involved in extremist activities, law enforcement agencies are increasingly encountering the activities of groups and chat rooms on social networks and Telegram channels administered by the special services of Ukraine, which carry out extremist activities aimed at recruiting persons from among the residents of Russia to carry out terrorist acts, sabotage, provocations, propaganda against the current government of the Russian Federation, dissemination of socially significant information under the guise of reliable reports, as well as destabilization of the operational situation.

At present, the current legislation does not contain any liability for interaction with these extremist channels, namely sending to these groups photos and videos of a discrediting nature, as well as the location of military facilities and other information that may threaten national security.

In this regard, we consider it necessary to come forward with a legislative initiative to amend the legislation of the Russian Federation in order to introduce an article of the Criminal Code to hold these persons liable for committing the above actions, as well as to develop an algorithm for the immediate blocking of extremist content.

4. In order to prevent the commission of new offenses of extremist nature, both by the offender himself and other persons, it is necessary to increase the statute of limitations for the execution of the decision on the imposition of administrative punishment, provided for by RF CoAO article 31.9 in respect of this category of offenders, as often the statute of limitations is passed and the persons bear no responsibility for their actions.

In addition, according to the results of the analysis of data contained in the database of the Ministry of Internal Affairs of Russia, it was found that half of the guilty persons do not pay the administrative fine imposed by the court within the time limit established by law, which indicates that the guilty person does not incur the second administrative punishment as a measure of liability established by the state for the committed administrative offense.

5. Article 280.3 of the Criminal Code of the Russian Federation provides for criminal liability of a person for committing a similar act provided for in this article and brought to administrative liability “within one year”, in order to toughen the punishment for extremist offenses it is necessary to amend as follows “bringing to administrative liability for a similar act”, without establishing the term of committing an act as specified in article 280.3 of the Criminal Code of the Russian Federation “within one year”.

6. Provide for deprivation of citizenship of the Russian Federation of persons who have committed offenses and crimes mentioned above.
